The Operations Manual

Finally, after three grueling months, the operations manual of Operation Care Ministry is completed!

The manual is distributed by the Operation Care Ministry, office of the Missions Department of Baptist Conference Church of Bacolod, 2008. This is the first edition.

This is a standard reference document of Operation Care Ministry, the medical missions arm of Baptist Conference Church of Bacolod. This manual identifies the organizational framework, procedural guidelines for medical missions at a standard venue or in the field for domestic operations. Likewise, it serves as a comprehensive guideline for planning, coordinating and executing medical missions as presented. Also, the contents have been from past and ongoing medical mission operations and will serve as a tool for training volunteers and medical personnel.

This manual comprises a set of chapters, forms and exhibits, appendix, and a table of contents providing references to relevant sections of the text. It serves as a comprehensive reference text for the Assistant Project Director, as well as a guide for mission planners of Operation Care Ministry.

This manual is dedicated to the committed medical practitioners, dentists, nurses, and volunteers who have formed the backbone of the Operation Care Ministry since its inception and without whom its publication would not have been possible.

Friday night, the day before the medical missions, weather forecast showed 60% chance of rain. The medical missions organizers, about 50 dedicated, came together and laid out a makeshift pharmacy, a dental clinic for 22 volunteer dentists, general medicine clinic for 12 volunteer doctors, blood letting area and an eye check up station with 250 eyeglasses neatly laid out on the table ready to be given out for free. We prayed corporately and claimed for a sunny weather for the “big day”.

The next day was a miracle! July 28, God answered the cry of our hearts in the early light of the morning, a beautiful sunny day! I saw the smiling faces of about a hundred volunteers geared up for the long haul with eager, excited hearts to see young and old alike arrive at Ikthus center. Double lines began forming early at the registration counter that stretched up to about 20 meters. Around 1300 recipients from 5 barangays and walk-ins waited in line to avail of the medical services.

Operation Care Ministry (OCM) was born in 2004 to address the physical and spiritual needs of indigents around the city. By sharing the gospel of Jesus Christ and the abundance of medical blessings, OCM gives hope and healing.

The ministry conducts two to three medical missions in a year. Each OCM event treats about 1500 recipients from chosen barangays. OCM offers Electrocardiogram (ECG) check-up, Blood Sugar Determination (BSD), Tooth Extraction, Eye Check-up with reading glasses, medical consultation and medicines, Surgical Services like Circumcision and Local mass excision, Cataract Operation screening, aside from partnering with Red Cross for Blood Letting activities. All of these services are offered for free.

We thank the medical doctors, dentists, nurses, and volunteers with their gifts of time and commitment. We also thank the Lord for those that journeyed with us in prayers. And for those that gave material resources and donations, may God abundantly bless you more!

Because of the need to continue on with our mission, we will facilitate blood letting activity on September 15 in collaboration with Philippine National Red Cross – Bacolod Chapter. Then on December 8, a comprehensive medical missions in all disciplines will also be conducted.Our goal is to be faithful servants of God. We long to be used by Him and to willingly serve Him fully. We strive to provide love and medical care to the hurting and suffering people in this world. In everything we do, we return all the glory and honor back to Him!

The organization began in 2004, 11th of December, as a ministry outreach program of Baptist Conference Church of Bacolod, Negros Occidental, directly under the Missions Department headed by Luis Ledesma. Its humble beginnings started with a Blood Letting Program in collaboration with The Philippine National Red Cross – Bacolod Chapter (PNRC-BC).

The maiden event was headed by Manuel Songco, who was likewise, responsible for the conception of the ministry and was designated with a position of Project Director. It was later given a name and “Operation Care Ministry” was born. Arbee Rose Arceo was appointed to organize the event. There were about 23 donors that fetched approximately 23 bags of blood. Recipients of the blood donations were mainly BCCB church members and attendees.

In November 15, 2005, the first comprehensive medical missions was held that encompassed various services offered for free to 600 recipients: Consultations for Adult, Pedia and OBGyne (totaled 306), ECG tests (87), BSD (69), Dental Check up and tooth extraction (140), Eye Check up and distribution of free reading glasses (118), and the usual Blood Letting activities with 24 donors. Again, OCM collaborated with PNRC-BC as partner organization. That same year, Evangelism was introduced of which 600 recipients were evangelized with the saving knowledge of Jesus Christ. Dra. Ercelle Celis was appointed head of the medical department operations while Drs. Arnel and Lisa Calakasan oversaw the dental department operations. It was participated by 95 medical staff and practitioners and committed volunteers. BCCB funded the operation, as well as private individuals and pharmaceutical agencies who gave out free medicines.

The year 2006, 2nd of April, marked two additional medical services: Circumcision for young males categorized under the Minor Surgery services and free Cataract Screening facilitated by the Lions Club of Bacolod. Both medical services were able to serve 22 and 25 recipients respectively. All other disciplines, such as medical consultations, dental services, and other tests were also conducted. A total of about 620 were evangelized. In the succeeding years, Operation Care Ministry continued on conducting medical missions at least twice a year, averaging to about 2500 recipients in both operations yearly.

By September 2006, during Third World Mission’s (TWM from Bangor, Maine, USA) first combined mission trip to the island of Negros, TWM was blessed by the partnership of OCM who was responsible for providing a large team of medical consultants and dentists. This mission trip included a medical mission, children’s ministry and a crusade with live music. Hundreds of people received the Gospel through the crusade and children’s ministry, and almost 12,000 people were served by the medical ministry in the course of the 5-day mission. Jenny Locsin worked with the TWM mission coordinator, Scott Stewart, for months prior to the start to insure that things would work smoothly for all three components of the mission, and continued to work tirelessly throughout the execution of the entire mission. The couple, Joshua and Rowena Garrido were instrumental in hosting the visiting TWM team and provided a wonderful experience for them.

That same year, Jenny Locsin was appointed as the Assistant Project Director of OCM.

Todate, OCM continues to live by its vision and mission, and that is to combine the ministries of healing and evangelism to serve the community without discrimination by sharing the saving grace of Jesus Christ to more than 3,000 recipients and their families every year through quality medical missions. By the grace of God, OCM’s staff and volunteers commit to the work until the time of our Lord’s return.
